Veterans' Affairs Minister Jean-Pierre Blackburn was right to ask that the security guard empty the bottle of tequilla that was seized from him.
Years ago, I was employed as a private investigator by J.A. Buck Fortin, a well-established professional detective who had previously worked in Canada-U.S. border security. He told me that many border security guards benefited richly and constantly from seized property, taking home bottles of liquor, cigarettes and other items. Those wind-falls were usually sold for profit and nobody asked any questions.
Blackburn had a right to see that the alcohol taken from him was emptied in his sight.
