AND FOR WHAT HE FAILS TO DO. 

Evil and incompetence and corruption hide in the group, the clan, the church, the mosque, the union, the corporation, the government, the hospital, the school, the police force, the armed forces - and yes, the gang. Wherever the group covers for the bad acts of the individual, there can never be justice.
