CANADIAN OMBUDSMAN FOR CRIME VICTIMS SAYS, ASK THE POLICE TO INVESTIGATE THE POLICE


How many dozens of times have authorities told me to go elsewhere when I have been pleading for justice in these crimes aided and abetted by the Montreal Police. Ask the wolves to judge the wolves, they say. 
Day after day, week after week, month after month, year after year, every politician at every level of government tells me there is no justice for victims of the Montreal Police. 
And the Montreal Police tell me, 
"Victims have no rights. 
Only the accused have rights."

 I cannot get help unless I commit a crime myself.
So day after day, week after week, month after month, year after year, day and night, I tell the world about the crimes aided and abetted by the Montreal Police. Somewhere in the world, there is one person in authority who can and will bring me justice. More than 182,000 people around the world, from Canada to China, have now read my reports.
Meanwhile the thief, Dawn McSweeney, and those she boastfully calls her "partners in crime" on her own blog continue to walk free among decent people enjoying everything they stole from me and from my aged parents (now both dead) and from my siblings and from their children. 
These crimes could not have succeeded without the help of the Montreal Police.

Good Afternoon Ms. Carter,

Thank you for contacting the Office of the Federal Ombudsman for Victims of Crime (OFOVC) on February 5, 2015 regarding your concerns about the Montreal Police. I am sorry to learn of the difficulties you have been experiencing.
 
The mandate of the Office of the Federal Ombudsman for Victims of Crime relates exclusively to matters within federal responsibility. Our mandate also includes:
 
·         to promote access by victims to existing federal programs and services for victims;
·         to address complaints of victims about compliance with the provisions of the Corrections and Conditional Release Act that apply to victims of crimes committed by offenders under federal jurisdiction;
·         to promote awareness of the needs and concerns of victims and the applicable laws that benefit victims of crime, including to promote the principles set out in the Canadian Statement of Basic Principles of Justice for Victims of Crime with respect to matters of federal jurisdiction, among criminal justice personnel and policy makers;
·         to identify and review emerging and systemic issues, including those issues related to programs and services provided or administered by the Department of Justice or the Department of Public Safety and Emergency Preparedness, that impact negatively on victims of crime; and
·         to facilitate access by victims to existing federal programs and services by providing them with information and referrals.
 
While we greatly appreciate the concerns you have raised, these matters do not fall within the scope of the OFOVC's mandate. The OFOVC does not have the authority to review matters of provincial or municipal jurisdiction and we do not have jurisdiction over courts, prosecutions or municipal police forces. If you have not already done so, you may want to make a complaint regarding the Montréal Police. Additionally, the OFOVC cannot review matters that occurred prior to the day on which the Office was established (2007) unless the Minister of Justice or the Minister of Public Safety requests the Ombudsman to do so.
