MONTREAL—A Quebec fur farmer will face strict controls if he plans to continue in the business after pleading guilty to animal cruelty charges last week.
The case stems from a 2014 investigation into a farm about  65 kilometres east of Montreal that housed red foxes and minks found to be in  terrible condition.
        The SPCA, which conducted the probe, says there were three  guilty pleas in the case - one to causing unnecessary suffering to foxes; one  to neglecting them; and another to neglecting two dogs found on the property.
        Jean-Luc Rodier received a $5,000 fine and 75 hours of  community service in a sentence jointly recommended by the Crown and defence.
        Attempts to reach Rodier on Tuesday were unsuccessful.
        He'd initially faced six charges in November 2014.
        The SPCA acted on a complaint and Sophie Gaillard of the  Montreal branch said the conditions on the farm were deplorable when she  visited more than three years ago.
        She said the animals were dehydrated, living in cramped  quarters and malnourished and two foxes had to be euthanized on the spot.
        "Most importantly to us, for the next 15 years, he won't be  able to own or have the control or live with any animals with the only  exception of mink," said Gaillard.
        "If he does continue to raise mink for fur, that'll have to  be done under veterinary supervision with reports being provided to the SPCA on  a regular basis."
        She said what's most horrific is that standard conditions  for wild animals bred for commercial purposes are perfectly legal.
        "Keeping wild animals in tiny, tiny cages, depriving them of  the ability to express any type of natural behaviour and seeing them kept like  this for years on end, it's perfectly legal in Canada today," Gaillard said.

A Quebec fur farmer who was raising 10,000 minks and close to 100 foxes has been found guilty of three counts of animal cruelty and neglect in what the Montreal SPCA believes to be the first animal abuse conviction for a fur farm in Canada.
Jean-Luc Rodier, the owner of Visions JNJ Inc. in St-Jude,  about 78 kilometres east of Montreal, pleaded guilty in St-Hyacinthe court  Thursday to wilfully causing the suffering of foxes and wilfully neglecting to  provide care.
        He was ordered to pay $5,000 in fines and perform 75 hours  of community service. He is prohibited from being in the possession of animals  other than minks for 15 years, and will have to be supervised by a veterinarian  if he chooses to continue to raise minks.
        The charges come as a result of a criminal investigation  launched by the Montreal Society for the Prevention of Cruelty to Animals in  2014 after a surprise visit showed numerous cases of neglect. Following up on  an animal cruelty complaint, SPCA investigators obtained a warrant to access  the farm, accompanied by veterinarians. Two foxes had to be euthanized  immediately, the SPCA reported. One had an open bone fracture, with the bone  protruding from the skin, and had gnawed off part of its paw, SPCA lawyer  Sophie Gaillard said. Another suffered from glaucoma that was causing painful  swelling of its eyes.
        "These were all conditions that had been left to linger  untreated - and were so advanced by the time we got there, there was nothing we  could do to provide recovery," Gaillard said. Two dogs suffering from neglect  were also seized.
        Minks were kept as many as eight to a cage, and many of the  animals suffered eye infections due to the ammonia fumes created by urine.
        Rodier was charged at the time with six counts of neglect  and animal cruelty, with a maximum penalty of 18 months in jail and $10,000 for  each charge. The case only came to court three years later because of "standard  delays in the justice system," Gaillard said. A few months before the charges  against Rodier in 2014, someone vandalized his farm and set hundreds of minks  free. In 1996, he was convicted of 32 counts of cruelty toward dogs due to  conditions at his puppy mill, Gaillard said.
        While the SPCA applauded the recent conviction, the chances  of other fur farms coming under scrutiny are slim, Gaillard said. While Quebec  updated its animal protection legislation in 2015 under Bill 54 to require fur  farms to have permits to operate, the law is not yet in effect, meaning there  are no mandatory inspections. Representatives with Quebec's ministry of  agriculture, fisheries and food that is now responsible for the animal welfare  dossier were at the NAFTA talks in Mexico City Tuesday and unavailable for  comment.
        The SPCA can only respond to registered complaints, but  because fur farms are typically closed to the public and only viewed by the  owners and a small number of employees, complaints are rare.
        "Every year in Canada, over 2.5 million animals are raised  on fur farms, subject to intensive farming practices that seriously compromise  their welfare, including confinement in cramped wire cages," Gaillard said.  "There's a lot of horrors that we saw in that place that unfortunately fall  squarely into standard fur farming practices that we can't get to with criminal  charges. The practice of raising what are essentially wild animals in tiny,  cramped, barren cages for their whole lives, depriving them of any ability to  engage in natural behaviours."
        Quebec is the largest producer of fox furs in Canada, the  SPCA said.
