I am a cancer patient at the Segal Cancer Center at the Jewish General Hospital in Montreal. The doctors are struggling to keep me alive. They are trying everything to get me the chemo treatments I need to live, but the head of nurses and the administration are more interested in money. The "system"is literally killing me. My chemo treatments are available and take only a few minutes but they are being postponed again and again.

 

At first I thought the delays were being caused by the chemists but I learned that I was mistaken, so I apologize for that error on my part.

 

I am not a statistic. I am a human being struggling to live. My oncologist is fighting hard to keep  me alive. But the Jewish General Hospital is throwing my life away.

 

I have been trying to find out the name of the head nurse who is making the decision to kill me but no one will tell me. And is there an official named Aaron Rosen? I will not be silent.

But if you are a cancer patient at the Jewish General Hospital and your doctor requests extra urgent and immediate chemotherapy on a Friday afternoon - even though a nurse is willing to stay a few extra minutes to administer the vital treatment, the chemists at the oncology pharmacy may refuse to provide the medicine if it delays their weekend plans.

If your life may depend on the treatments' earliest start and you refuse to leave without it, the authorities at the Jewish General will call the Montreal Police to force you out of the hospital.

That's what has just happened to me. The hospital has the power over your life and the Montreal Police will act on behalf of the hospital. The Montreal Police will not protect the patient's life.

Ann Coulter curses Trump over shutdown cave, rebels against her 'emperor god'

She really believed.

 

Novelty and, more importantly alienation, explain why Coulter prophesied that Trump would be president all the way back in August 2015. He was like no one else running, she fawned: "He's attractive. He's tall. He's hilariously funny." Like no one else, she insisted, he believed what he said: "Trump is different. We've been lied to for thirty years about immigration. That's why Trump is striking this chord."

But that politician has turned his back away, and Coulter sees Trump like all the other Republicans who promised border security and failed to deliver.

Trump enjoys a host of supporters but none quite like Coulter. The ones that blindly believe in his omniscience and ability to overcome all political obstacles are still there.

Ann Coulter Calls Trump the 'Biggest Wimp' in Presidential History After Shutdown Ends.

Coulter's tweet came shortly after Trump announced a short-term deal with Congress to end the partial government shutdown.

 

"I am very proud to announce today that we have reached a deal to end the shutdown and reopen the federal government," Trump said.

 

The government will reopen for three weeks, until Feb. 15, while negotiations continue over Trump's desire to build a wall on the southern border continue.

The government shut down began in December, while Republicans still controlled both houses of Congress, after Trump refused to sign a budget that didn't include funding for the border wall. After Democrats took over in the House of Representatives, Republican Senate Majority Leader Mitch McConnell refused to bring any further budget bills up for a vote. Trump sought to blame Democrats for the shutdown, but the ploy didn't work because he took credit for it during a televised meeting with Democratic leaders Nancy Pelosi and Chuck Schumer in December.

 

The shutdown was ended on Friday after airports in New York and Florida halted flights due to staffing shortages as TSA agents, who were working without pay, called in sick.

DONALD TRUMP'S MONUMENT - THE DEEPEST PIT

The debate in Washington about funding President Trump's border wall comes amid growing questions about a barrier's effectiveness in the fight against drug trafficking. Since 1990, Border Patrol agents have discovered at least 230 cross-border tunnels running from Mexico into California and Arizona, where they've seized loads of cocaine, methamphetamines and marijuana inside them.

Border Patrol agents not only have to protect what's above the border but also what lies beneath with smugglers taking advantage of existing infrastructure.

"This is already in place built by the cities to drain water," explained Kevin Hecht from inside a storm drain. He's the deputy patrol agent in charge in Nogales.

"What they're building is tapping into this and they're building an illicit tunnel," Hecht said.

Hecht took CBS News' Mireya Villarreal through the tunnels used to train agents to spot breaches made by drug smugglers.

"Sometimes we've got to strip down because it's so tight. Gun belt off and gun in the hand and a flashlight in the other … very, very simple," Hecht said. 

Earlier this month, the Mexican federal police discovered a tunnel that accessed a sewer system that flows into the United States and just last month Border Patrol sealed an unfinished tunnel that crossed into Arizona.

Hecht said smugglers' ongoing use of them makes tunnel training essential.

"In training you'll go in this pipe and you'll go 'Ok, I'm above ground and crawling in a pipe, everything is fine,' Ok let's put you somewhere under some earth and see how you react," Hecht said.

He said you're either going to get past that claustrophobic feeling or you're not.

"They're smuggling contraband into these pipes … so we need to make that stop, so the point is to find those, remediate the tunnel, fill it with concrete and move on to the next pipe," Hecht said.

Follow my reports of my recent stay at the Jewish General Hospital and see what it is like when you are sick and helpless.

The JGH is one of the best in Canada, if not in the world - excellent, caring, skilled - even self-sacrificing doctors, nurses, secretaries and exhausted, run-ragged orderlies - but incompetent, irresponsible, arrogant employees and endless failure to communicate between personnel and departments can make your experience a challenge to endure. It's your life - but those in authority might tell you what to do - at their convenience - and expect you to obey, even though you know what you need and you see what is going on there. 

THEY HAVE EARS BUT THEY DO NOT LISTEN.

"Rules" take power over patients. "Rules" do not apply to patients who come to the hospital with large groups of noisy, demanding friends and relatives, while patients there alone cry for someone to get them on and off the toilet.

The staff do not seem to be able to differentiate between mentally ill patients and those who are just trying to survive, politely, painfully patiently.

Everyone rushes around. It seems no one communicates with anyone else. You are rushed about to appointments for which there is no need at all to rush. You are told you are going home and you spend all day wondering what's going on, and then you are told you are not going home - and then - you are.

As a patient, I was drained and frustrated and finally forced out of my room by bullies.

Most everyone blames Quebec's politicians for the brutal cuts to the hospital's budget. A couple of years ago, it was reported that 2000 patients died because their treatments had to be delayed so long, they couldn't be saved.

Since anyone can fall ill and end up in a hospital in Quebec - perhaps too late to survive - voters would be wise to ask about the health of Quebec politicians and their families. How was Parizeau treated when he was a patient at the Jewish General Hospital? Was he left in wet diapers too?

You might also question the financial status of hospital administrators and their friends. As I wrote as far back as 2015 in the case of Donald Trump - FOLLOW THE MONEY.

I suggest you read these reports in chronologial order as much as possible. 

JEWISH GENERAL HOSPITAL - "MORT ! MORT !" MORT !"

January 15-16, 2019. 

With the gang visiting patient 8828A being more and more arrogant, loud, daring - sitting or standing blocking the door to the hallway at all hours - I asked that a light be left on for me at night. The gang complained. I agreed that the bathroom light be turned out, but the light over my bed be left on.

Shortly after the gang left late in the evening, the patient made a phone call - probably on a cell phone as the house phones are turned off at 10:00 pm. I did not understand the conversation - most likely in Portuguese - but he stated angrily about five times in the course of the conversation -"MORT! MORT! MORT!"

Very soon after that an orderly – tall, bald, male - built like a football player, eye glasses - likely Haitian - marched into my space and stated in an authoritative tone - "NO LIGHTS!"- and he left me in total pitch darkness with the patient who had just declared, "MORT! MORT! MORT!"

I fled the room. I spent the night in a chair in front of the nurses' station where I felt comfortable with the naked and the bewildered. I had my meals there and only returned to the room briefly to use the bathroom, accompanied by orderlies. Very late at night, nurses assured me the man was fast asleep and so, exhausted, I returned to my bed for a brief time.

There followed a couple of days more of confusion as I was told twice that I was going home and then I wasn't going home and then I was. So, I have tried to keep track of the dates as accurately as I could.

And so we come to my last day at 8NW, January 17, 2019.

JEWISH GENERAL HOSPITAL - A FEW IMPORTANT POINTS

VISITORS UNLIMITED:

Tormented by noisy visitors from as early as 6:30 a.m. until night, I was shocked to learn that there is absolutely no limit to when visitors can come and how long they may stay, no requirement to wear masks as they cough and sneeze and no limit to how many people can stand around your room shouting in Portuguese, Spanish, French and English.

My neighbour after the New Year's Eve robbery seemed a pleasant man with a pleasant family. However, his visitors - family, friends, co-workers - took over the room, stood and sat blocking my way to the hall - four abreast - yelling at each other at such high volume that no one could hear me pleading for help. I was finally driven to plough my way past them with my walker.

From my handwritten notes:

I came to JGH by ambulance on December 27. No time to bring any change of clothes - so there I was - in diapers!

January 5, 2019 - 11 pm

 

Waiting- STILL WAITING for a change. Can't handle the tabs.

Save the world. Invent a better adult diaper. No one available to get "pull-ups" for me at the pharmacy. No one available to measure my hips and decide which size to buy anyway. Everyone is on holiday, so I am spending a lot of time naked - Yes. Even in the hallway. It doesn't seem to bother anyone as I push the walker looking for help.

Did you know that, given the normal number of hands, you can't hold onto a walker and hold up a loose gown and a diaper all at the same time. So if you are trying to get help, you have to give up on modesty.

They tell you to "ring" for help. Throughout my stay, I tried.

The voice asks what you want.

You ask to see your assigned nurse - or anyone who might help. You wait. Everyone is on "rounds", change of shift, shorthanded (me too).

Sometimes the excuse is really valid. People are dying. I can wait. The nurses are sweating, exhausted. I wonder how Quebec politicians are managing.

The voice on the too-loud speaker asks what I want.

I say, "I want to jump out the window." The voice answers, "Oh, We can't let you do that." End of call.

She didn't seem concerned. No one ever came to peek in and see if I was serious.

Another time the voice asked what I wanted.

I said, "The patient has left to join the Follies Bergeres and is doing stripteases for the neighbours."

I guess they aren't worried enough about me to put me in the "rubber room". Would it make any difference?

January 7-8.

No change from 8:00 am until almost midnight. I learned later that there had been two deaths. It's heartbreaking. I understand and I know one of the good people who was there to help. Of course I understand. But there were people piling up clean linens, moving garbage, cleaning floors and doing other things. Why is there no one to help a patient needing a toilet?

January 20, 2019.

 

I am too tired to continue now. Follow as I tell you later about apparent death threats.

"MORT! MORT! MORT!" spoken on a cell phone by my side five times sounds like a death threat to me.

And then an orderly marched in and turned off all the lights in the room leaving me in pitch darkness.

JEWISH GENERAL HOSPITAL - ROBBED ON NEW YEAR'S EVE

New Year's Eve 2018-2019.

I was a patient at the JGH - 8NW. There was a woman sharing the double room at the time. Her man friend was constantly with her. Although she was a cancer patient and appeared frail, her friend took her out of the hospital regularly to his home and to a Vietnamese restaurant - even in the middle of bitter winter evenings. 

She said she didn't like hospital food and complained all the time about her shampoo versus hair conditioner. He chased down doctors in the hall and demanded more and more explanations about her medical procedures and treatments. 

They talked constantly about El Salvador, Israel, Manhattan, Miami - although he was a taxi driver by trade. How do you afford such travels on a taxi driver's income? 

On New Year's Eve, I left my bed to use the washroom which was located just a few feet from my bed. I left my purse leaning against the inside rail of my bed nearest to the other patient's bed - a distance of two arms' lengths, divided only by a curtain.

I returned to my bed in a few minutes. The only people in the room throughout this time were the couple I just mentioned. 

In a few moments, I reached for my purse and my heart sank. I was afraid to look. 

I'd had $140. all in $20. bills.

My fear was justified. When I returned from the washroom, one of the zippers on my black bag was open.

Five of the $20. bills were gone. 

I reported it to the nurses right away. I made a formal, written complaint in the morning. I thought it was to the Montreal Police but I was told it was to JGH Security. Joni of the hospital's social service department provided me with a photo copy.

The incident troubled me for obvious reasons, but more than that: I kept asking myself if there was any possibility that I was mistaken. I saw no one else. I had no visitors. I went nowhere. I bought nothing. I waited to come home and check before publishing this.

January 18, 2019

Dinah, the person in charge at JGH 8 NW and her team were so anxious to get me out of the hospital yesterday that they practically pushed me out the door. I was accused by one of them - I think it was the nurse, Hasib - of not wanting to go home, but that I really wanted to stay in the hospital and I was using excuses to stay. They couldn't get me out of there fast enough.

Later in the day I received a phone call at home from Hasib saying I was not authorized to leave.

Suddenly today, January 18, I received a phone call from the hospital telling me I am scheduled for CT scans on Monday, January 21. No notice. No explanation. Follow the bouncing ball - me.

No consideration of the fact that I just got home yesterday. No consideration of the fact that I have not heard a word from my oncologist about this. He has been away for weeks. No consideration of the fact that I require medical preparation for these tests or the fact that I could not expect to get a volunteer driver on such short notice.

No consideration of the fact that I am exhausted, worn out.

But know this: Thousands of people around the world will have access to all the facts about my recent weeks in the hospital as I transcribe my notes to my blog, PHYLLIS CARTER'S JOURNAL.

Follow as I share my experience and observations as quickly as I am able. It may take weeks - because I don't know when I will be bounced around by "the system".


 I WAS A PRISONER OF THE JEWISH GENERAL HOSPITAL.

I BEGIN MY REPORT OF MY RECENT STAY AT THE JEWISH GENERAL HOSPITAL IN MONTREAL – HEREAFTER CALLED "JGH" TO SAVE TIME AND ENERGY – WITH THE NIGHT I WAS TRANSFERRED FROM THE EMERGENCY DEPARTMENT.

I had come to the hospital by ambulance because I was having trouble getting from sitting to standing and I was feeling worried and helpless. You don't realize how important it is to be able to stand and walk and pick yourself off the floor until suddenly, you can't.

I will share my experience from this point and tell you everything, as much as possible in chronological order. This report is being transcribed from the notes I made by hand all through this adventure.

December 30, 2018

It couldn't happen in Canada! But it did.

I was admitted to the 8^th floor. I expected to see a doctor. This was where the unbelievable nightmare began. There was no doctor. It was the holiday season. Not a doctor to be seen anywhere.

Entering the cell designated for my stay, I was struck with a feeling of dark despair – like entering prison or the "gulag" people write about. Why? The room was clean, no indication of trouble – yet, The pleasant nurse asked numerous questions. I replied. And she was gone. I was left there, alone. No walker. No way to get to the toilet. I'm ringing for a nurse. No response. Alone, unable to walk. Long, long wait! Afraid to wet my pants. Haven't done that in 80 years – until now?

Supper in Emergency had been cold, dry macaroni – unfit to eat. My roommate provided a tangerine and a little packet of peanut butter. You meet kind people all along the way. A nurse found a slice of bread before I was rushed out to the 8^th floor. Here I am alone, my bladder aching. I waited. Waited. I rang and rang and I am waiting.

I tried to get out of the binding gown and put my own clothes back on. I couldn't reach the phone. A nurse showed up and got me to the bathroom. She "explained" how to use the phone. Nothing worked. The nurse was gone.

Before 10:00 pm

Desperate, I tried 911.

I am at the JGH and I want to leave. I have no idea of where I could go. I want to escape.

The Montreal Police said I need a doctor's permission to leave. The police can't help anyone inside the hospital.

But there are no doctors to be found. I am a prisoner – treated like a mental patient in the hospital that I have known since I was a young girl. Trapped.

I was finally able to contact two young nurses who entered my cell together – Amanda and Samantha. These angels found a full frozen supper meal in a fridge and heated it up for me. A taste of life.

Meanwhile, I keep trying to phone friends. My cell phone has a tech mind of its own. I couldn't get anything to work. Tech stuff mangled and muzzled my every attempt.

I am alone. I write. It's my breath – My salvation. I keep thinking of John McCaine. Five years of torture. I think of Yemen and thousands of refugees – bombed, maimed, starved - and thousands with no toilets as they make their way over painful miles struggling to survive. How can I complain!

Pride went out the window when nurses had to wipe my bottom! Good people treating patients with kindness and dignity.

I spent hours in Emergency with a beautiful lady journalist, Margaret, who looked like an older Audrey Hepburn and I shared in prayer and sentimental "pop" songs with a priest who doesn't want to be called "Father" but just "Mike".

Other guests I met in Emergency that evening were Monique and her son, Zachary. She was the one who provided the tangerine and peanut butter. She devoted day and night to taking care of her beloved 90 year old father.

There was Nurse Scott, a dynamic unit of polite, gentle energy I couldn't resist calling "Scotty" – with Star Trek in mind. He never slowed down to take a breath.

These ships pass in the night giving the hospital experience a feeling of purpose, reason for being there. There was no way to foresee what I was about to face in the following hours and weeks.

HOURS ALONE, TRAPPED.

There is something horrible behind this nightmare. YOU ARE IN HOSPITAL IN CANADA AND YOU CAN'T GET AWAY. The police can't – or just will not help you. The JGH and the Montreal Police control you, own you.

When the patient enters the JGH he/she becomes a prisoner of the hospital administrators. As I have reported here over the years, you cannot expect the Montreal Police to protect you.

It's past Midnight, December 30 now. Can we dare to hope for a Happy New Year? Do you believe that 2019 will be any better?

There is hope. There is Amanda and Samantha, Mike and Margaret, Monique and Zachary and Scotty - and one of the nurses who mysteriously left a Kit Kat bar on my bedside table in Emergency. And the gentle male nurses who will wash your bottom and not leave you feeling shame -  and never tell you to SHUT UP.

THERE MUST COME A REVOLUTION.

AMERICANS BLAME DEAD CHILDREN FOR TRUMP'S ATROCITIES

EL PASO, Texas - U.S. immigration authorities said an 8-year-old boy from Guatemala has died in government custody, the second immigrant child to die in detention this month.

 

U.S. Customs and Border Protection said the boy died shortly after midnight Tuesday.

 

CBP says the boy showed "signs of potential illness" Monday and was taken with his father to a hospital in Alamogordo, New Mexico. There, CBP said, he was diagnosed with a cold and a fever. He was given medications and released Monday afternoon.

 

The agency said the boy was returned to the hospital Monday evening with nausea and vomiting. He died just hours later.

 

A CBP spokesman declined to elaborate Tuesday, but said more details will be released later.

 

A 7-year-old Guatemalan girl died earlier this month after being apprehended by border agents.

A Canadian defence contractor will be selling fewer armoured vehicles to Saudi Arabia than originally planned, according to new documents obtained by CBC News.

 

That could be a mixed blessing in light of the ongoing diplomatic dispute between the two countries, say human rights groups and a defence analyst.

 

The scaled-back order - implemented before the Riyadh government erupted in fury over Canada's public criticism of Saudi Arabia's arrest of activists and froze new trade with Canada this summer - could make it politically less defensible for the Liberal government, which has argued it's in the country's business and economic interests to uphold the deal.

 

The documents show General Dynamic Land Systems Canada, the London, Ont.-based manufacturer, was - as of spring last year - going to deliver only 742 of the modern LAV-6s, a reduction from the original 2014 deal.

 

The initial order from the desert kingdom was for 928 vehicles, including 119 of the heavy assault variety equipped with 105 millimetre cannons.

 

Details of the agreement have long been kept under a cloak of secrecy. General Dynamic Land Systems, the Canadian Commercial Corporation (the Crown corporation which brokered the deal) and the Saudi government have all refused to acknowledge the specifics, other than the roughly $15 billion price tag.

EXCLUSIVE - Canada's arms deal with Saudi Arabia includes 'heavy assault' vehicles.

Last spring, CBC News obtained copies of internal documents and a slide deck presentation from 2014 outlining the original agreement.

 

The latest internal company documents obtained by CBC News are dated March 29, 2017, and indicate the agreement had been amended a few months prior, perhaps in the latter half of 2016.

 

The documents also indicate delivery of the vehicles is already underway and has been for months.

 

CBC News asked for a response from both Foreign Affairs Minister Chrystia Freeland's office and General Dynamics Land Systems Canada. Both declined comment over the weekend..

 

A cash-strapped kingdom.

A defence analyst said the amended order likely has more to do with the current state of Saudi Arabia's finances than its frustration over Canada's human rights criticism.

 

"Saudi Arabia - in part because of low oil prices and in part because of corruption and mismanagement of its own economy - has a large budget deficit," said Thomas Juneau, a University of Ottawa assistant professor and former National Defence analyst.

 

"Spending $15 billion over a number of years for armoured vehicles that it doesn't need that much, at least in a pressing sense, is an easier target for budget cuts, for sure."

 

The kingdom has projected a budget deficit of $52 billion US this year and the country's finance minister said last spring it is on track to cut spending by seven per cent.

 

When it was signed, the armoured vehicle deal was a way for Canada to cement relations with an important strategic partner in the region, said Juneau.

 

Should Ottawa cancel the sale?

He said he wonders if it's still worthwhile, in light of the furious diplomatic row that began over the Canadian government's tweeted expressions of concern for jailed activists - and quickly escalated with the expulsion of Canada's ambassador, the freezing of trade, the cancellation of grain shipments and the withdrawal of Saudi medical students from Canadian programs.

 

"Now, with the dust not really having settled after the dispute from August, is that partnership, in abstract terms, still necessary? I think it is. But is it still possible?" said Juneau.

 

Human rights groups say they believe there is even more reason for Ottawa to walk away from the deal now, given the events of this summer and the declining economic benefit.

 

"We're compromising our position on human rights for even less than we thought," said Cesar Jaramillo, the executive director of Project Ploughshares, which has opposed the agreement from the outset.

 

"Even if it's not a huge decrease, it is still a decrease. It should, at least in political and economic terms, make it easier for the Trudeau government to reconsider this deal, especially in terms of the latest diplomatic spat."

 

Spain's example.

Spain's defence ministry has cancelled sales of laser-guided bombs to Saudi Arabia because of concerns over the kingdom's prosecution of the war in Yemen - something human rights groups have pointed to as an example of an arms deal with the Saudis being reversed. 

The Trudeau government put a temporary hold on the export permits for the vehicles while it conducted a review following the release of video last year which purportedly showed Canadian light armoured vehicles being used by Saudi security forces against militants in the Shia-populated eastern part of the kingdom.

 

Alex Neve, the general secretary of Amnesty International Canada, said the Liberal government took a "principled stand and demonstrated real leadership" by not backing down in the diplomatic row.

 

"It's hard to square that with our willingness to continue to proceed with this particular deal, which has direct potential to have such horrific human rights consequences on the ground," he said.

JERUSALEM — Prime Minister Benjamin Netanyahu's coalition announced Monday that early elections will be held in April, sending the Israeli leader back to face the voters at a time when he is confronting mounting criticism over his handling of security and under investigation for bribery.

 

While Netanyahu's right-wing coalition had been on the brink of collapse since his defense minister quit last month, it was a dispute over legislation aimed at drafting ultra-Orthodox Jews into the military that ultimately brought down the government.

 

Most political analysts predict that Netanyahu will be reelected. There are no significant challengers in his Likud Party or coalition, and leading opposition figures are considered too weak to unseat him. The main question is whether, after the election, he will be forced to strike a more centrist coalition to assemble a majority in parliament.

 

 

A vote is scheduled for Wednesday to dissolve the parliament, known as the Knesset. If dissolution is supported by more than half the members, a national election will take place on April 9. A full term would have taken the government through to November 2019.

 

Elections will now be held amid growing concern here over the threat posed along Israel's northern border by Iran and its militia ally Hezbollah, especially after the planned withdrawal of U.S. troops from Syria where they have helped contain Iranian influence.

 

Even as Israeli officials have pointed to this escalating danger, Netanyahu has been sharply criticized in recent months for his handling of other security challenges, notably the conflict with Hamas, the militant Islamist group that rules the Gaza Strip. Netanyahu was widely faulted, including by former defense minister Avigdor Liberman, for reaching a temporary truce with the group this fall without a long-term solution for stemming rocket and other attacks from Gaza. The prime minister has also been criticized for a spike in violent attacks against Israelis in the West Bank. 

 

At the same time, the Israeli news media has intently covered a series of corruption investigations into Netanyahu focusing on allegations that he accepted favors and gifts from several wealthy benefactors and business executives.

 

The Israeli police have already recommended indicting him in three cases, and it is now up to Attorney General Avichai Mandelblit to build a case that can stand up in court. Netanyahu has vowed to remain prime minister even if an indictment is filed against him.

Netanyahu's party said in a statement that "national and budgetary responsibilities" have pushed the leaders of the coalition parties to "dissolve the Knesset and go to new elections at the beginning of April."

 

Speaking in the Knesset, Netanyahu said his government has successfully completed four full years in office, with "tremendous achievements in every field." 

 

"We come to ask for a clear mandate from the voters to continue to lead the State of Israel our way," he said. "This way we have done a great deal for the citizens of Israel, and this way we will go on to do a great deal for the State of Israel."

 

The decision Monday to disband the government appeared to be directly linked to an announcement from Yair Lapid, head of the opposition Yesh Atid party and Netanyahu's main challenger, that his faction would not support legislation aimed at drafting ultra-Orthodox yeshiva students into the army.

 

While all Jewish Israelis are required to serve in the military at age 18, those who study the Torah in recognized yeshivas, or religious schools, have traditionally received an exemption. However, manpower shortages in recent years and growing demands for equality have forced the government to reevaluate the matter and craft new legislation that would exempt only the top religious students — a move that the ultra-Orthodox have resisted. 

 

Drafting a law to satisfy all members of Netanyahu's coalition has proved to be a source of tension over the past year, threatening to break apart the government on several occasions.

 

From the outside, Lapid, who has pushed for new legislation, said the law did not go far enough. He suggested that Netanyahu had "surrendered to the ultra-Orthodox."

Liberman, who Netanyahu's coalition had hoped would support the law despite his resignation last month, said the law in its current format had been "emptied of content" after agreements were reached between Likud and the ultra-Orthodox parties.

 

Following the announcement of an election in April, Liberman said it was time to form a new government.

 

"We have already said for a whole month that this is a survival government and not a functioning government, and therefore for the people of Israel it is most important that a new and stable government be established," he told journalists. He also said he would rejoin any future coalition only if the issues surrounding the draft law were resolved. 

 

Reuven Hazan, a professor of political science at Hebrew University in Jerusalem, said that although Netanyahu appeared to be caught in a weak position, his run for a fourth term as Israeli leader would go more or less unchallenged, both from within his ruling party and from outside.

 

"To say he is weaker going in does not mean he will be weaker going out," Hazan said. "He's an amazing campaigner. When it comes to campaigning, this is his forte."

 

The main challenge Netanyahu faces now is how he will form the next coalition, especially if Mandelblit decides to formally charge the prime minister.

 

The Israeli police have already recommended indicting Netanyahu in three cases. Case 100 involves allegations that he received gifts of cigars and jewelry from billionaire benefactors. Case 200 involves alleged illicit deals between Netanyahu and Arnon Mozes, publisher of the popular Israeli daily Yedioth Ahronoth. And in Case 400, Netanyahu is accused of easing business regulations for the country's largest telecommunications company in exchange for favorable coverage of him and his wife on a popular news website owned by the firm.

In a statement after Monday's election announcement, the Justice Ministry said investigations involving the prime minister would continue as planned.

 

"Netanyahu must have realized this is a serious threat, and the last thing he needs, in the midst of an election campaign, is for the attorney general to prosecute him," said Hazan. "He wants to preempt this, win, and then he can say, 'Before you decide to prosecute me, take note that the people of Israel have reelected me for a fourth time with more seats than ever before, and you cannot overturn the results of a democratic election.' "
